Below are four ways the current administration is not living up to these expectations. I discover matters like these due to my inquisitive, detail-oriented, technical nature. Our current Trustees are smart, hard working and dedicated to our Village; each bring important strengths to the Board. As Trustee, I will add my, much needed, strengths to the Board too. Your vote for me on March 16 establishes the mandate to provide independent oversight like this on your behalf. |

Missing Campaign DisclosuresI filed my campaign finance disclosures on March 5th, as required by law. This week, I was curious what the other candidates had submitted. Nothing, as it turns out. The last detailed filings from Unite Sleepy Hollow were in 2017. (See screen shots, below.) A State election employee confirmed that all campaign filings now go to the State instead of the County: "Effective December 2019, all local candidates register and file with the New York State Board of Election regardless of funds raised or spent." State staff also explained that reporting requirement exemptions granted to low dollar candidates in small villages don't apply to multicandidate committees. Unite Sleepy Hollow missed the February 16 and March 5 deadlines to either file financial transaction details if they took in or spent over $1,000, or a statement that they didn't cross that threshold. In addition, the committee and the candidates are supposed to notify the State as candidates start and end committee relationships. The list of Unite Sleepy Hollow's candidates has not been updated since their initial run in 2015. I figured the two new Trustee candidates in the current race don't know of these obligations, so I sent them notes about it on March 12 and 13. Big Borrowing BuriedDuring December 2020, the Mayor and Trustees decided to skip the last meeting of the month due to the holidays. Totally fine. Come Monday, December 28, the Board held a surprise meeting to authorize the Local Development Corporation to issue $25 million in new bonds and refinance another $10 million. I call it a "surprise meeting" because the public didn't expect it. Sure, posting a meeting notice on Village Hall's bulletin board, the website and a newspaper meets legal requirements. But let's get real. Passive postings like those are essentially no notification at all. Doubly so for such a major decision. |

Agendas and NoticesThe 12/28 meeting brings up some broader issues. The point of public hearings is for the public to participate. In order for that to happen, people need to know about the hearing in the first place. I have been encouraging the Village to announce all public hearings in their email blasts as soon as the hearing dates are set. We can leverage social media as well. Over the past several years, agendas for Trustee meetings get posted a few hours before the meeting, or after the meeting happened, if they get posted at all. Folks need to know in advance what is going to be talked about, so if they want to participate, they can make the time to do so. Another key to transparency is providing details. Sleepy Hollow's Trustee meeting agendas just contain a list of the topics. In other municipalities, agendas include supporting documentation, such as text of the resolutions and the contracts being authorized. I am excited to say the Clerk began including such documentation with the March 9th meeting. It seems my platform has already spurred some change. If elected Trustee, I will use my years of experience in the information technology profession to help keep this momentum on track and build upon it. |
